Bike rack deficiency leads to bikes on the stairs

As you can see, cyclists have resorted to locking their bikes to the rails along the stairs going up to Kingsbury Hall because there is no bike rack near the building at this end. The bike rack across the street doesn't have enough space to meet the demand.
